Description: The user's body glows in a cyan outline.
Effect: Any physical damage the user would receive next is reduced to 60% of it's original impact. When this happens, if the user was physically hit, he gains a 5% electrical charge.

Drop the damage reduction to 40% for this cost.
Is the physical extent of the damage lessened?

The damage is lessened to 60% of it's original power, so yes. If an attack would cause 10 bruises, it would now cause 6, etc. Pain is also similar.
